We keep ours hanging over. When we had cats we would have it under because they would always unroll it!

I just went to double check in my bathroom coz I started thinking too hard and the roll was empty! Dangit! I watched myself put a new roll on though and instinctively went for under so that is indeed the way to go.

Cat unrolls the rolls if it's anything but under. Worst case with under is a few small holes.

I'm not sure if I have a preference. I don't guess it matters, but now that I think of it it seems like it's usually under... ? Now I'll have to check when I go to pee! Ha Ha.

It really doesn't matter to ME-but It seems easier to use if it's over, but usually, it's sitting on the back of the tank
