I voted Ursula, which is kind of an obvious choice. I almost voted Gaston just because he's so forward and confident, but when you really think about it, he's kind of a pompous idiot. Maleficent. She never had much of a secondary agenda - she did what she did just because she wanted to (petty revenge for being snubbed just doesn't explain her actions fully), and reveled in the pain it brought others. That's a person who'd get kinky whether you wanted her to or not.
Though a case could easily be made for Ursula and Jafar, as well. Any Disney villain, really, but I think these two have the greatest potential, after Maleficent.
