Which is better for a first time buyer and anal virgin

If you're interested in anal toys I'd say neither. The cost for either of those kits is about what a good silicone toy would cost (almost two toys for the expensive one), and silicone is much better for anal use. Get some gloves and play with fingers to see what size you like and what sensation (thrusting, stay in place). Then get a silicone toy that's really good and that will last you for years.

The problem with the kits is they use pretty poor materials. I know a plug helps me relax, maybe that would help? Also going up in fingers (1 finger, then 2 fingers, then maybe 3, then sex) would probably work.

There's a good bit of bacteria that an anal toy could come into contact with. Porous toys (like the kits) can hold on to that bacteria...
With a silicone toy, you could get one that you'd also like for using vaginally. You can sterilize the toy in between using it anally and using it vaginally (sterilize by boiling or soaking in a bleach solution). Just try to find something a tad on the small side if you're using it to help you work up to anal sex.

So now you ask yourself "do I want a plug or a dildo?" Plugs are tapered, which can help, but dildos are better for thrusting if you like that to be a component of your foreplay.
From there go and get a silicone toy that's a size you're comfortable with (1.25-1.5" is good if you're going for penis/anus sex) and use that. It can be cleaned and sanitized and won't turn into goo.

If you do decide on a kit, go with the Kobe Tai. It has more variety and smaller circumference toys.

I think the Kobe Tai is better out of the two, but I suggest getting some silicone starter toys.

ScottA is correct on this one. A silicone toy will be about the same cost as a kit, and much safer to use. Those kits looks tempting because of the variety, but the toys are poorly made, and may end up turning you off from anal sex because they may make things very uncomfortable.
I'm still fairly new to anal play, and i'm looking into buying this toy to help warm up before having anal with my boyfriend, it seems to have a variety or possible uses, and is on the smaller side for an anal toy, but does gradually get larger, which helps you warm up:
