It might depend on the company, but wooden toys are made of all kinds of wood - sometimes even bamboo! Often, the specific kind of wood that you get in the toy you order is random.

My guess is Pine.
Cheap.
Compared to other woods it is fast growing.
Naturally light wood for easy staining.
It is not incredibly heavy but is dense enough to withstand some heavy wear and tear.

I would tend to believe the manufacturer in the case of high quality toys. If it's some no-name with no label, I would suspect pine, which seems an unfortunate choice, but it's cheap, and in other products unlabeled wood is very often pine.
