I'm looking for things I can wear in public over clothes or by itself with a bunch of accessories.
I'm looking at the shrug for public wear over a Lolita dress and the apron looks like a Lolita style apron but I'm wondering if it is high enough quality or more costume.

There are thigh highs with hearts on them, or at least used to be. I think those are really lolita.

The only thing that looks like it'd work okay is the petticoat. Almost everything you listed looks too cheap to be part of a quality lolita outfit.

I like the idea of the thigh highs that look like normal opaque tights under a dress. It would fit in with the overall look, although I don't know if purists would object or not.

I love EGL fashion, and the majority of these would be a good buy if you want to incorporate them into an outfit (the gloves, tights, petticoat, shrug and apron being at the top of the list). there are some corsets and bustiers that can be worn over an EGL dress and really bring the outfit together.

Well, the petticoat is likely not full enough to provide the right bell-shaped silhouette but for adding extra puff to one you already have or as part of an ero-loli outfit? Heck yeah!

Truthfully, only the petticoat, gloves, and stockings. I do like the alice and making waves outfits, but they are definitely costumes.

I would suggest staying away from the red riding hood, making wave, and alice one. The skirts are too short for lolita and I think it'd take a lot of skill to make it work for normal lolita or ero-lolita. The thigh highs would not show the cutest part, so while they would work, the accent would not be visible and you might as well wear regular tights. The gloves could work, but they may look cheap. And while the apron looks nice, I don't think it'll work. I think the fit would not be correct over lolita clothes. The shrug might work, but it might look cheap, I don't know. And the petticoat will definitely be lacking the proper poof unless you use it with others.
