My husband and me always go back and fourth on this. I always wear my garter belt about an inch or an inch and a half below my belly button, because I don't like the look or feel of something that comes up that high on me. He always tells me I'm wearing it wrong. I don't like my pants up that high, why would I put my garter belt there? So, my question for those of you who wear garter belts is, where do you wear yours?
I think it's technically proper for it to be at the belly button, but I hate having anything at that height. If you bend at the waist, you have the fabric digging into your stomach. To me, garter belts should follow the same trend as jeans: as jeans become lower-rise, garter belts should follow. Wouldn't a garter belt peeking out above jeans be tacky?
I still have a little pooch left over from when I had my son so I wear mine around/just above my hips. If I wear it too high it makes muffin top - ish effects which I do not care for...
I wear mine right on my hips, where my underwear sits. You normally can't tell the two apart unless you're paying close attention if they're the same color.

I don't really think there is a WRONG way to wear it. Depends on the body. How it looks. Where it's comfortable.
I wear mine on my hips, where the top of my panties start. Although I do have one garter belt that is very retro looking and is meant to be high waisted. It's about 8 inches wide so it covers from my waist to my hips.
It depends on the belt. I have two that are "skirt garter belts" they are fashioned from about 8 inches or so of stretch lace, and they have to be work with the top of the lace above my belly button to fit properly.
For regular belts, it depends. If the garters are adjustable enough, I wear them below my belly button or around my hips. I have a few that I have to wear high due to the fact that my legs are so short, the garters on these are long and they won't fit otherwise.
I've never worn one... haven't actually thought about this before... but the person who said it should be where you wear your panties seems to make sense to me... if you prefer going commando, where you WOULD wear your panties!!

Depends on what the person finds most comfortable. I wear mine belly button height since I usually buy the long ones. These cover my blemishes and make me feel sexy and confident.
