I'd say the Dare Me. I've read a lot of reviews on Noa, and it's apparently not so great. I have the Luna Beads, and I love them, and I'd rather have the whip than the tickler.

Neither. I already have a suede flogger (not intense enough for regular play, and I don't typically do a lot of warm up) and a feather tickler. Those cuffs would never hold me. I don't typically enjoy being blindfolded. Trying the Noa is hardly on my list of priorities. The Luna Beads Noir look nice, but I already have the pink and blue ones. So yes... pass.
