It depends on what you mean by that I guess ... my first thought was, hell yeah. I keep a variety of toys that are used almost exclusively for foreplay. If I threw out my heavy hitters from the start it would be way too overstimulating. But I don't usually have sex if I'm not already in the mood for sex, so while I CAN use toys to ignite arousal, it's more likely that I'm already some level of turned on before I think of reaching for any of them - otherwise why would I bother?
I do think they're fun to incorporate into foreplay, or even for getting an orgasm or two down before intercourse. One thing I will say though, is that it in my experience it can be a lot harder to draw out foreplay with vibrators because they tend to be much faster at building an orgasm for me than getting head/getting fingered/other common foreplay activities. So if I want a real slow burn, then no.
