I want the vibrating shaft. Which one should I splurge and get the expensive one or go with the lower end?

Well from what I've read so far both have a rotating shaft but vr11 has the dual bullets instead of one like the vr7. Honestly for the price I would go with the Vr7 but. if you have the cash to splurge and are set on the dual vibrations get the vr11

I wouldn't suggest either, honestly. Jopen is a brand by California Exotics, which I haven't had great experiences with.

It's not a vibrating shaft. They rotate. I am going to say the Vr7. I have the vr11 and love it aside from those ripples of texture. Usually, I like texture and have no issues with it, but the texture on the Vr11 is misplaced or something. It rubs my G-spot in a painful way when I contract my muscles.

Jopen's are well made toys. Though, I can say that I have had a few issues with them. I had to send my Vr3 back because the clitoral are started glitching. My Vr6.5 arrived defective. And so did my Vr4.5. So, the quality control of Jopen isn't that great, but when you actually get the one that works, they are awesome.
