So, I heard that not all women have inner lips. I thought that was mind-blowing to hear, that now I'm curious to know who else has inner lips and who don't.

Some lips may not be as pronounced as others, making them appear absent. However, they are part of the clitoris, and to the best of my knowledge, every woman has them. As a nurse, I've seen my fair share of genitals, and everyone I've seen had them.
Is there any specific article you read this in? I'd be curious to read it and see what they have to say...

Incorrect...lol! Every woman technically has labia minora (inner lips) and labia majora (outer lips). It comes down to how the person develops in utero. When we start off, we all have indifferent genitalia, meaning that they could develop into either male or female parts. Labia minora are the "grown up" version of the urogenital folds, which develop into the skin of the penis in males.
Here's a really fantastic animation of how baby boys and baby girls develop. I found this recently when I was doing a presentation on intersex children. I love it. SO NEAT! The sex educator in me was jumping up and down!
In short...we all have them They just vary in size and style. Google Betty Dodson and her art to see some neat portraits and renditions of various vulvas!
