You haven't given us much detail here, but have you tried using your hands too? Some lube? Toys? Asking him to participate?

Well, first of all, some guys (or girls) are just not able to cum during oral alone. That doesn't mean its not great foreplay or that your technique is lacking!
I would try just telling him to let you know when he is getting really worked up and then stop and procede with intercourse or something else that will put him over the edge.
