You want the ring to be no smaller than the dildo, otherwise it is hard to get the dildo in place. How tight the ring is depends on the size and design of the dildo. For a 1-1/2" dildo with a thick base (such as the Tantus Curve) you can have it between 1/4" and 1/2" larger (in diameter) with no problems. Larger, heavier dildos and flimsier bases need a tighter ring or they flop around and possibly come out.

For that get about a 2" ring, either in metal or heavy rubber. That's a big dildo, so it will need support (with metal you can go a bit bigger - 2 and 1/8" would be easier to insert).
Since that's porous rubber (thus impossible to clean) and may leach chemicals be sure to use a condom. If you decide you like pegging my advice is to go for a silicone dildo.
