We're looking for a new toy to bring some extra sting into our scenes. I've tried suede and bullwhip style cats, and while the impact felt great, I want to sting a little. And maybe bleed a little.

The rubber whip won't break skin, I don't think, unless you are *really* determined. You'll probably have better luck with the barbed wire flogger.

The barbed wire flogger does not sting much at all. It is very heavy and feels very much like being hit with a heavy belt or tawse. It is my favorite toy that I own, but it doesn't sound like what you're looking for.
The rubber whip stings more but the impact is pretty light and is more of an annoyance than actual pain. It will not make you bleed. The rubber it is made from feels kind of like a koosh ball.
You might want to look at this one. link I am allergic to latex so I am not going to try it, but the reviews have said it really stings.

I find that thrown right, the Gated can either sting or caress. A sharp flick with the ends of the tails stings wonderfully whereas a full-on hit with it is beautifully thuddy.

If you have no experiences with flogs id go with the rubber it will sting like hell but not mark the target much so there's little change of accidentally hurting them

I would say the barbed one.
Though, if you really want some sting, have your partner learn how to throw a single-tail whip. That will sting AND bleed if you do it right!
