Leather, though I have floggers made of silicone and chain too. Suede isn't intense enough for me. Fur might be alright for sensation play, but I doubt it'd cause any pain.

My boo and I have a flogger made out of elk leather. I've been eying one made out of nasty braided latigo - it looks quite fun
