I've seen belts before that had a hole still for the vag, but lined around the hole were tiny metal spikes. So if anything tried to get into the woman it would be shredded.
A bit more research - chastity belts were used more for 'prevention of sacrilage to the dead' than for their intended purpose. Apparently, there was a hella lot of necrophilia going on in the middle ages.
I've seen modern Chastity Devices for men on EBay! Plastic which covers the entire penis, (I think the thing to restrain the balls are separate) and these things are expensive.
One of the things the Victorians used to use to "prevent" masturbation, in both girls and boys were "arm splints" which kept the arms straight out, and were put on the child at night.

As for female chastity belts, I know a lot of Victorian woman would wear a red string or ribbon around her waist, to "remind" her to be chaste, but I don't know how much good it would do, once you got through all those Victorian layers, to the string or ribbon!
