Personally I think it depends on the man. Both are very sensitive, but I've known men who are more sensitive in one area than the other, which is different from some others I've known where it has been the other way around.

I picked the head but I agree with Peggi..it depends on the man.And I think there is different kinds of sensitive..sensitive to touch?in injury aspect?the head of the penis has more nerves than anyother part..which makes it sensitive.While giving oral or during sex ..focusing on this part from time to time is ultra enjoyable.The balls are sensitive to touch as well but not as many nerveendings.some men dont like to be touched here and some do..depending.the balls are more sensitive to injury .
