I've turned it down while I was sick or extremely tired or knew I had to get up in a few hours. He's turned it down when he's had a really long day and is too tired or sore. It's not a big deal for us. Sex is just a nice icing on the cake of our marriage.

I've been known to turn it down probably a handful of times in the last six months. I'm now, usually, the instigator. We're pretty much on an "every other day" schedule though.

Sex is very mental but there is a physical component. Some days I'm worn out from the gym or a bad day at work and intimacy is much more important than sex at that point.

The madder I am, the hornier I get. It can be really frustrating when I feel the need to really hash out something and all I want to do is rush the point and move to the bedroom. Turning down sex just isn't something I'm wired to do. While it's currently a positive thing, that wasn't so much the case in my early 20's.

I turn it down maybe half the time but I offer sex more often then I am offered and most times I offer my guy turns it down too.
So it evens out.

I turn down sex if I know I'm not going to be into it- too tired, too sick, too emotionally or socially drained- though I'll usually warn them I might not be and then commence with the snuggles in the hopes I'll change my mind once skin touches skin, but I always try to offer an alternative if I do find I'm really not interested. A rain check for a morning wake up bj, or for them to jerk off onto me while I watch, or for me to play with some other part of them while they masturbate. Then again, some of my partners don't offer turning down sex as an option, so there is that to complicate my answer too. ;P
