This is entirely joking, so don't take me seriously...
The Types of Penis:
1-5 inches, slim = Beginner Sized Penis
5-7 inches, average = Intermediate Sized Penis
7-9 inches, girthy = Advanced Sized Penis (Some may find the advanced size penis to be too large.)
9-anything else = Club to be used when hunting wild game, not suitable for insertion.

A lot of it has to do with a person's individual preferences and what they enjoy during sex.
For me length wise I'd say 6" is "decent" It's not as big as I'd like, but it'll get me where I'm going easily enough. For me, anything under 5" long would be "too small" and anything over 8" would be too large.
Rating girth along the same lines, 1 3/4" diameter is decent but not as big as I'd like, anything over 2 1/2" would be too big, anything under 1 1/2" would be too small.

Assuming you're asking this in a serious manner, I would say that too small is a penis that doesn't provide you with enough of a filling feeling to be satisfied, and too large would be a penis that causes you physical pain or constant discomfort to have sex with.

Personally have not really seen that many. And all men are really different. Plus the length really does not have to be that long and girth not so much either. To satisfy a women you just need to know where to touch and how to touch it. Size really does not matter, you can satisfy a women with your pinky if you know where to touch and rub.
