Personally, when I heard of it, I thought that it was probably invented as an excuse for men who get caught masturbating in a masturbation-negative cultural. You could claim, every time you got caught, that you were jelqing rather than masturbating. Even if you had semen on your hand (you're not supposed to come if you do jelqing correctly), you could just say you came accidentally, as coming is known to be an accident that sometimes happens during jelqing.
