Hmmm...for movies, I'd say Khan (Star Trek II).

For TV, I'd probably go with Dexter. Yes, he's a "good" serial killer, but he is still a serial killer

Most recently, my favorite "Bad guy" has to be Loki from The Avengers film. He's just so... handsomely evil!
