Back in the early 90's there was a club called Cheyenne Cattle Company in Fort Worth, Texas that had a "best breast" competition on Thursday nights. This was a mainstream country and western dance club and all of the females who took part in the competition were amateurs. You did not have to remove any clothing to enter or win the competition that took place on the dance floor, but many of the girls would remove their top and be judged in their bras, while many others would strip naked to the waist, going topless to be judged while fully exposed. Once it became apparent that it was a topless girl who would usually win because it was audience applause that selected the winner, the number of topless girls increased.
On Sunday nights they held a "best butt" contest at this club. Yes, you can imagine the level of nudity here as well, although it was mainly kept to tiny panties and thongs. Due to the law, the few women who did completely strip, exposing everything, were politely covered and escorted off the dance floor.
FYI...Texas law will not allow the showing of sex organs, as in a vagina, penis, testicles or the anus, but everything else is fair game. Therefore, a woman can legally be in a public establishment who allows it in only a tiny thong and nothing else. If a club allows and promotes totally nudity, they will be reclassified as a different business type which would affect their liquor license and other details. This is why the girls who stripped completely naked were escorted away. And yes, Texas has totally nude strip clubs, they're just not allowed to serve liquor.
