I'm probably going to be in the minority with my opinion but here goes. I don't think it's right to invite other children to your child's party and allow them to bring a gift. They're invited to celebrate and have fun on your kid's special day. They shouldn't bring a gift, period. What's your opinion?

Its up to the parent. If they choose to bring a gift. But not required.

people coming to a party aren't required to bring a gift but if they choose to that is okay too. really depends on the parent.

I don't think it should be required, since that's kind of greedy. But it should be allowed perhaps.
