CDC and DHS have been using a zombie apocalypse scenario as a humorous way to educate and encourage people to prepare for real disasters.

This makes sense.

A zombie cannot exist. But bacterial or viral outbreaks are real. Avoiding contact and fluids, rationing, things like that would all be the same as a "zombie problem"
