I've always preferred yellow cake with chocolate icing, but I've never met a cupcake that I didn't agree with.

Dark chocolate frosting! Everyone does buttercream and buttercream is boring. Or you could do half buttercream and half dark chocolate on the same cupcake. That might be fun and new.

I like yellow with chocolate frosting, but both sound great, and involve chocolate so you really can't go wrong...

Of thoses choices I would do yellow cake with chocolate icing. I hate when dark crumbs get in light colored icing. But I like both cake and icing to be chocolate!!!
