Hell no. Lol. I've never had that happen. My partner pretends to "cut me off" all the time, but only joking, and he admits he could never.
No, it's not that it should always be up to the woman, but in some cases like mine, we were not given the option to be in the reverse situation, where we are the ones having to wait. Lol.
Now, I want to say, I don't believe it should EVER be up to one party when the sex happens. That isn't right at all. And neither is pressuring someone, whether they're male or female. I think it should be up to both parties. And both should be 100% sure, not one party being only slighly sure about it and "giving in." That's never okay.
In most of my relationships, the he has always been up for sex, many times even demanding it when I did not want it in the least, and made that too clear. I've only been with one man who did not demand sex from me, and it's my current partner.

For me, yes. My partner is a 23 year old male with a high sex drive, so he's ready to go pretty much whenever.
