I see these various interviews pop up from time to time - however, I don't know how *I* can ask questions in upcoming interviews... how does that work?

While a community interview is live, you can get to the interview to ask questions here. Anybody is open to ask questions, the interview just has to be live.
If you're talking about something like our Reviewers Spotlight you can ask questions anytime, although the interviewed contributors may not see it in the thread to answer you.
