I was at a resort, for a day, and went for a full massage session. Even though it was another woman doing the massage, when she started going a bit high on the inner thigh, I actually said, "can we work on my lower legs"? "My calves have been really tight" (which was a lie). I didn't want this strange woman totally "in my crotch", and she was about half an inch away, when I had her "change course". I really didn't know what else to say or if I should "complain", since she gave a great overall massage session and didn't technically, do a darn thing wrong. This "close call" happened about 30 minutes into the session and I wonder how far she really would have gone, or what she would have "rubbed" had I said nothing?

I'll chime in here since I'm actually a massage therapist.

I've never had this happen to me, but I have heard of it happening. The vast majority of massage therapists will do their best to avoid "close calls" simply because they don't want a lawsuit from a client. That being said every massage therapist I know has a different level of comfort with what areas they will massage and what sort of draping of the sheets or towels they will use. I know I personally wouldn't be offended if a client asked me to avoid a certain area or to not massage so high up on the legs. If you are ever uncomfortable with something during a massage, let them know! it is their job to make sure you are comfortable.
