It depends. If oral accounts for the major part of your sex life, and you use it to achieve orgasm, then it's sex. If you just do a bit of oral before moving onto intercourse, then it's foreplay.

Sex, but part of sex is foreplay. So it is both. The definition of sex is sexual activity including specifically intercourse. I think oral falls in that category especially when it is foreplay.

It usually depends on the situation. Sometimes it's the only type of sex we have, sometimes it's just foreplay to penetrative sex. So it's both, but usually for us just foreplay.
