My favorite part of a woman's body is right at the hip as it wraps around to the front. Just something about it. I like the way panties accentuate that spot so I like them on longer. It's not that I necessarily like the bra off first, I just really enjoy panties.

It varies with us. Sometimes the bra isn't even on. Same with the panties. Sometimes neither comes off and is just shifted to gain access. And so on.
