Defective product/never got refund

I have called and left messages and have even emailed through the page and have not had any contact back. I purchased a product and recieved it. It didnt work when I opened the box a week later and plugged it in to charge. Wouldnt charge. I called and spoke to a man who said in 3-5 business days I would be refunded the money. I never got refunded. Left messages and still nothing. I need to be refunded back what I paid. I don't appreciate paying for a device that doesnt work and then promised a refund only to never get it. Then to top it off I am brushed off. What is another number other than on this site? less
