The 30% discount is offered in exchange for a review, so yes, you do need to review the buyout assignment.

What Sammi said. It's the exact same as a free assignment except that you're not getting it for free but rather at a discounted price. You most certainly have to write a review for it.

The discount is an incentive for reviews. This allows us reviewers to buy items we want to review after our free assignment at a cheaper cost throughout the month. Without offering this good of a discount, EF would lose some of the volume of reviews.
