It can be used for both
One thing that I actually like is that if it is used as a whip first that handle isn't as cold. The other thing is if you or your partner are not into being whipped you can just trail the strands along the skin. Done right, and if you/they are sensitive enough if can tickle a little in a nice teasing way.
Also would like to add that piece is nearly a work of art in my opinion. My best friend has even considered getting it just for the purpose of owning and displaying it, rather than using it.
