What is the best lingerie for smaller girls. Like an A cup? I have trouble finding things that are flattering and don't make me look more flat chested.

You should try checking out demi and pushup cup style bras and lingerie. The ones with underwire will give you a slight curve that you may be losing with other lingerie, the demi cups are also really small and barely go above the nipple, so they wont be overkill for you. As an added bonus (or not) some are padded which may help push what you have got, a bit upwards.

I have the opposite problem, I don't fit into any of the bras that I like because my breasts are a ddd.

Sweet Seduction, I'm in the same boat as you. I'm small-framed and wear an A cup, and it's a pain to find bras that give me more of a figure, but don't have a really ridiculous amount of padding.
I generally have good luck at Victoria's Secret. I have a few of their Body by Victoria push-ups, and they add natural-looking shape. I try to avoid ones with a TON of padding, like the Miraculous bras at VS that are supposed to add two cup sizes. I tried one on and fell over laughing because it looked as though someone had Photoshopped my head onto Jessica Rabbit's body, and not in a good way. I've also had good luck at Aerie as well, and their bra sizes go down to AA cups.

It's not much, but I've had good luck with things that don't have underwire being able to fit a padded bra underneath it, and I find that helps produce some nice cleavage.
