Have you tried like.. bra tape? I think that's what its called. The double sided body/clothing adhesive type.
I'm not positive it would work- all of my thigh highs are stay ups- and have this weird material up towards the top that keeps them up.

My lingerie has the garter things but they still roll! Maybe I can find just the garter alone and see if that works. it's just very annoying trying to have fun and be sexy, and having to roll them back up
