Why not just try? There are many masturbators in the $10 range, which shouldn't be too bad for anyone's budget. Just try it. Use it on him, if need be.

I would recommend a slightly more expensive toy, not too much but just a bit to help ensure that he sees more of their potential. Surprise him with it out of the blue.

Why don't you just ask him if he'd like to try one? Since he doesn't masturbate much, I'd worry that the gift would seem more like a criticism than a present. But you know your relationship better than I do! Just a thought.
