If you have to buy it, it's not homemade by you, so it kind of defeats the purpose. Also, I wouldn't trust the random stranger on etsy not to be up to something creepy, sorry.

I wouldn't. Although I've seen some nice ones, I wouldn't trust a complete stranger making their own toys to be knowledgeable enough about things like material quality and safety to buy from them. I'd rather get my toys here.

It would have to be a special toy, and I would have to have all my questions answered. But if I thought it was well made and safe to use, if I felt comfortable with the maker, I might think about it. I'm not a handy dandy person myself, so making something myself is highly unlikely.

My partner and I make BDSM toys and sell them. I would buy safe materials that were homemade in a heartbeat if they were awesome, and I would buy homemade BDSM toys if they looked really neat.

It would really depend on whether the seller/maker was trustworthy and the material of the toy. I just did a search and there seems to be some pretty glass pieces... but I'm in no rush to get them (even if some of them glow in the dark).

I think the only toys I would buy would be handcrafted leather bondage equipment or floggers. The craftsmanship would have to be really good though.
