ok I know it's not impossible but the more you spend on a toy the quieter it is, You might have to sacrifices one of the two, but I'm on the search...quick question though

This was one of my first vibes, and five years later, I still use it. It's not terribly loud for the price range, and you can use it for clitoral and G-spot stimulation, as well as using it like a dildo.

I totally agree with the duckies. My very first was a duckie and I loved it for the feel and discretion. It wasn't too threatening or expensive and suited me wonderfully for a first toy!
