Material safety above all else.
For dildos, whether the size will be satisfying or not. I like texture, so I tend to look for that.
For vibrators, vibration strength.

I'm more of a dildo fan, and here are my requirements:

Power! then material, shape, type of vibrations. I have more vibes than dildos, but I like those too! For dildos I look for material, then shape and size.
