There should never be. As someone in the med field I can tell you only two things should ever come out of a penis: urine and ejaculate (pre-cum and cum). Now, if you are engaging in intercourse with a woman menstruating it could appear like that, but if you experience blood in ejaculate you should set up an appointment for the urologist.
