My partner's vagina is just really sensitive, as well as her clit and she's been looking for ways to, for lack of a better word, toughen it up via a strong vibrating bullet and toys with texture. Is this possible or it just always going to be sensitive? I really wish I could use some toys on her that are more textured but she winds up just getting sore after a while.

I'm no expert, and can only speak from personal experience here.
I sometimes have issues with soreness, and sometimes not at all.
Something that helps is to be very lubricated, both her and whatever toy you might be using. Of course, it will help tons if she's very aroused!
I don't really think that any usual toy use will desensitize or toughen up the vagina for any decent length of time, though. It's a pretty resilient thing and seems to go right back to how it was before after just a few days of normal treatment. I hope that someone out there has some great advice for you, but for now all I can say is make sure you make her horny and slippery!

As far as I know, it's impossible to desensitize a vagina using toys. I'd say her best bet would simply be to use a ton of lube so she doesn't get chafed and avoid texture.
