I think that they were getting them earlier through trade, but I believe that the 18th century was when they started getting enough for the general population to be able to afford some.

The timing makes me wonder about whether they partly called foods deviled because the spices came from the heathen spice-producing countries.

I believe that it has more to do with the fact that the spices were hot and heat was reminiscent of Hell and the devil and whatnot

Definitely. Have you ever tried culantro (no, I didn't misspell it)? It looks totally different from cilantro, but tastes about the same and holds up to cooking much better.
