Why is it 21 to be an affiliate, but 18 to shop?

Various state laws.
Rather than having a list of states and ages (even internationally), just setting the bar at 21 makes it easier and fair across the board.

thank you. The varying laws must make it difficult. I know that in different areas it is also required to label "novelty use only".
Even stranger is the rules for the sex toy parties here differ if they are in mixed company. certain gestures are considered lewd acts if in front of men.
