Exactly how do specials end?

When I see a special that says, "Offer expires June 24, 2011" does this mean that by June 24 it is expired, so that I would need to place an order on the 23rd to use the special?

Or does it mean it expires at the end of the day on the 24th so that I could get in an order at 9PM on the 24th and the order would still use the special? (I know time zones would have something to do with this, so I'd be too chicken to skirt closer to midnight than about 9PM at the latest anyway).

I believe it would end at 11:59pm on the 24th.
Quite often they don't actually end when they say they will. But some do, so it's not worth taking the risk.
