How so? I've noticed it's different if you have an assignment in the cart or if you're buying stuff straight up.

yes, i've noticed that! maybe it is just what JR was talking about... different depending on assignments VS buying items from EF. i prefer the old layout, myself. the new one is a bit confusing. then again, i'm the old lady who doesn't really like change... so take that with a grain o salt!
