With luggage and/or more than 10 floors: elevator.
Without luggage and less than 10 floors: stairs.

Elevator for me, I have enough stairs at home.
I have a phobia riding hospital elevators, worried the elevators might carry me down to the basement levels where bodies are usually kept; I've spent way too much time in the hospital to keep my grandpa company when I was a kid.

Stairs for two reasons. One is that I hate elevators. The other is that it's my little way of burning calories during the day.

I used to work on the third floor of a building that had 2 flights of stairs between each floor. I almost always took the stairs. I only took the elevator when I was with someone that demanded to.

Stairs, it add a little exercise/activity to the day. Plus I got in the habit at the last place I worked; the elevator there was so unreliable that even if you had something large that required the use of the elevator most people would put it on the elevator, then take the stairs and meet it at their final destination.
