Without them knowing? Not really.
You could try taking one of their rings (that fits them properly) and getting it sized at a jewelry counter. They'll probably think they lost their ring, so put it in a place where it could naturally get lost when you return it.

Ask them ? If they don't know, take them to get measured ? Measure at home ?
Get them a ring that can be adjusted by the jeweler and best guess ? Take in a ring they already own ?
A surprise is great, but I think a lot of people want to put it on right away so taking a risk is well... a risk.
