I prefer over, the wife like under. I like to pull down and tear off while she likes to pull up and tear. To solve this dilemma, we just go with who ever put it on decides.

At work, when patients replace the roll before it is completely out, and they put it under, my OCD kicks in and I need to fix it. I can't stand when it goes under. Over people, OVER

I prefer over. Because hunting for the end of the strip is not how I like to spend my bathroom time. I was I wasn't so OCD and I could say it doesn't matter to me. I got visit my parents and always flip their toilet paper over.

When I change the roll, I always put it over. However, it doesn't really bother me if it's under.

If any of my three cats liked to unroll it, I would cut a cylinder from a water bottle so it's the same width as a roll, then cut it vertically - a cylinder with a cut all the way up. Then just snap that over your TP roll and let it always be over, as it should be.
Thankfully unrolling TP isn't among my cat's vices. They prefer to throw up on freshly laundered things.

Over. Because I'm not a philistine. I will say that under is acceptable if the paper hangs directly across from the toilet, as it makes it easier to pull up and toward you.
