To me, any kind of affection (e.i. kissing, sexual behavior, etc) without talking to your partner about it beforehand is considered cheating. Even having full-blown relationships with another person isn't cheating to me, as long as it's been fully discussed with all partners. What do you think counts as cheating?

Adultery is defined as carnal connection between a married person and one unmarried, or between a married person and the spouse of another. This includes touching, kissing, forplay, sex, etc. And it does not matter if it is discussed with your partner. All that has been done in discussing it is to let the other know that you/they will/have cheat. - C
