Ok, my SO and I's sex life has taken a huge turn for the worst! It's a long story as to why so I will skip that! Any who he came home the other day and handed me a new pair of fishnets and said would you wear these? I was confused because he never really showed interest in dress up play before, or any kind of play really (i.e. Sexting, nudes ect..) So I got a bit excited! But I also recently had twins So I am not as confident as I was say a year ago so I need advice on the best way to start "dress up play" for a semi shy person!

As pghaaron already said, the fishnets & high heels (or a sexy dress/skirt) can do wonders even without any specific scenario.

I think it's awesome! Good be the beginning of something really exciting for you two. Take it as a sign that he thinks you're still sexy. Even if there is no special occasion going on, just break the ice next Friday or Saturday night by dressing up a bit and add the stockings. You may just sit around watching tv, but how knows what could happen!
