Approach the person in a social setting at first, try to talk to them as much as possible. Once she/he gets to know you better you should drop hints that you like them. From there I think it should succeed or fail naturally and at least you'll have given it a shot. It's definitely worth trying for if you are so into them; if you don't try, you may regret it.

My husband was my ex's friend--so it does work out sometimes. We were just really drawn to each other, became friends and party buddies and talked to each other a lot.
